BostonNOW interviewed Rev. Gerard Renna of the Church of Scientology in Boston and asked about Disconnection. He didn't deny it. He explained that 2.5% of any group, including Scientologists, are just good-for-nothing troublemakers and should be abandoned.

You probably know where that 2.5% figure came from.

How can one CoS spokesperson deny a policy that another spokesperson is explaining?
