As a comment, rarely are services sold individually. People don't buy OT 1. They buy OT 1 - 3. So the price is 16455 for them if you pay individually. But they will sell you a "Package price of $12500!"
So, consider that, if purchased in bulk, services are 25% cheaper than the IAS price on average.

As of 10 years ago when I was in the SO there was no real church sponsored philanthropy. More recently there have been things like volunteer ministers, criminal rehab, drug rehab, way to happiness, but each of these actions were done with money newly donated to the church from parishoners. We would get calls "we have to send 10 people to NY, or sent people to Thailand for the tsunami". Most philanthropy was done with new dollars raised for that disaster and to PR Scientology. There may be some expenses paid out of current FP monies, like airfairs for SO members, there may be some IAS grants, but I am quite sure most moneys are regged for the event.
As of approximately 1985, a pretty credible source reported cash SO reserves of $200,000,000.00. No credible reports since that time.
