Does Scientology management ever bring in outside experts?

Watching the Tommy Davis interview, and seeing the church's feeble responses to Anonymous and various web activists, it doesn't seem to me that this is an organization that knows what its doing.
I work in advertising, I know that the church produces their own marketing materials, stuff that has a certain level of gloss to it, but it not going to win any awards. (The church has a media planning and buying agency that plans media buys, but doesn't create the ads).
Their management techniques are bizarre and retrograde, and they don't seem to have any sort of knowledge of information theory.
What is their policy of bringing in Wogs to consult?
